- Amendment in the nature of a substitute sought to require the Department of Interior to perform a detailed river protection plan for 228 miles of the Niobrara river within three years of the enactment of the bill; and include in the plan a determination as to whether local, State, or Federal agencies should have primary responsibility for implementation of river protection measures, and whether segments of the river should be designated as components of the National Wild and Scenic Rivers System.
