An amendment to express that it is the sense of Congress that the United States has a strong interest in maintaining and strengthening the North Atlantic Treaty Organization and should work with its allies in NATO to develop strategies for responding to the changing world situation--including the dissolution of the Warsaw Pact; the reduced threat of an attack on western Europe posed by the Soviet Union; and reduced defense spending by the U.S.--and that the United States should reduce its troop strength in Europe to less than 100,000 by fiscal year 1995.

- Amendment added language expressing as the sense of Congress that the U.S. has a strong interest in preserving and strengthening NATO; that the U.S. should work with its allies to adapt NATO to the reduced threat in Europe and to the reduced U.S. defense budget; and that the number of United States troops permanently stationed in Europe should be reduced to less than 100,000 by fiscal year 1995.
