An amendment to place a ceiling on the number of foreign government civilian employees at overseas U.S. bases who are indirectly paid for by the U.S. Government. Under the amendment as originally offered, the number of such foreign government employees whose salaries and benefits may be reimbursed by the Defense Department must be reduced by 75% (to a total of 19,153 employees, down from the FY 1990 level of approximately 76,500 employees) by the end of FY 1995. The amendment as offered requires a 25% reduction (to 57,459 employees) to be made by the end of FY 1991, and a 50% reduction (to 38,306 employees) to be made by the end of FY 1992. The amendment as offered also expresses the sense of Congress that after FY 1995, the President negotiate agreements under which host nations pay a greater share of the salaries and benefits of foreign nationals employed at U.S. bases. As modified, the levels of employees are changed as follows: For FY 1992, 57,459; for FY 1993, 38,306; for FY 1994 and each fiscal year thereafter, 19,153.
