An amendment to require the U.S. to maintain current policies which prohibit the use of foreign launch capabilities for U.S. Government satellites; to require a Presidential waiver for any exemption from such policy; and to add a new paragraph stating that the U.S. should attain the capability to launch payloads in the 10,000-15,000 pound range into polar orbit from the West Coast.
