An en bloc amendment consisting of several technical amendments and incorporating several proposed amendments which would: Delete the provisions of the bill that allows government employees covered under the Federal Employees Retirement System and the Foreign Service Retirement System to maintain coverage under those systems after transferring to international organizations; provides continuous authorization levels for TV Marti; directs that funding for a new South Asia bureau be provided through reprogramming; makes technical changes to visa and immigration provisions recommended by the Judiciary Committee; require a study of the housing policy of the U.S. Mission to the U.N. in New York; require the State Department to report on human rights practices by U.S. businesses in China; require the National Endowment for Democracy to phase out its practice of permitting persons who have received NED grants from serving on its board or as an employee of that organization.

- Amendments en bloc: 1) make the amounts authorized in the bill subject to appropriations; 2) reprogram a position to create a new Assistant Secretary for South Asian Affairs; 3) make changes in the automated visa look-out system in title I; 4) delete certain language regarding retirement and eligibility of Federal employees who transfer to international organizations; 5) relate to housing benefits of the U.S. mission to the United Nations; 6) make technical clarifications relating to the "Foreign Relations of the United States" historical series; 7) require the State Department to report on human rights practices by U.S. businesses in China and Tibet; 8) require the National Endowment for Democracy to make changes in its operation; 9) provide an open-ended authorization for TV Marti; 10) require the State Department to report on expanding the U.S. presence in Soviet Republics; and 11) require a State Department report concerning the fire at the U.S. Embassy in Moscow.
