An amendment in the nature of a substitute which incorporates instead the President's defense request. The amendment provides major increases in key strategic programs over the levels in the bill, while keeping the overall authorization level about the same by cutting the bill's funding for other programs. The substitute provides $2.4 billion more than the bill for operations and maintenance, while cutting the bill's authorization for military construction ($1.9 billion), research and development ($633 million), and procurement ($320 million). The amendment also: increases total spending for SDI by $1.7 billion for a total of $5.2 billion, and restores $1.6 billion for "phase one" systems designed for early deployment of SDI; authorizes $3.2 billion for procurement of four new B-2 Stealth bombers; terminates the re-manufacture program for Navy F-14 fighters; provides no new funds for the V-22 Osprey (the bill provides $990 million); authorizes $124 million in procurement for the M-1 tank and no funds for upgrading older M-1 tanks to a new M1A2 configuration; does not bar the use of NATO infrastructure funds for construction at a new NATO base in Crotone, Italy; and authorizes larger Selected Reserve troop cuts as requested by the Administration than in the bill-- (compared to the bill, the substitute cuts Selected Reserves by.67,496 in FY 1992, and by 42,220 in Fy 1993).
