An amendment to require the Administrator of NASA to submit a report regarding development of an Assured Crew Return Vehicle to the Committees on Science, Space and Technology, and Commerce, Science and Transportation; to expend the entire $10,000,000 appropriated for solar dynamic power research under the Departments of Veterans' Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act 1991, for the aforementioned purpose; to transfer $5,500,000 from the authorization for Space Shuttle Operations for FY 1992 to increase the authorization for exploration activities for FY 1992 from $61,000,000 to $66,500,000; to allow the Administrator to utilize up to 1 percent of the funds provided for the Small Business Innovation Research Program in FY 1992 for program management; and to make certain technical changes.
