An amendment to delete section 503 of the bill which was added pursuant to the provisions of H. Res. 111. Section 503 contains the "emergency spending" requirement needed before any expenditure can be made for military personnel and veterans' benefits. The amendment proposes to add a new section 503 which expresses a sense of the Congress that separate legislation should be enacted during the first session of the One Hundred Second Congress to provide a means (through increased receipts, reduced spending under other Federal programs, or a combination thereof) to offset the increase in Federal spending in each of fiscal years 1991 through 1995 as a result of the provisions in the Act that are direct spending provisions.
