Purpose
Amendment sought to transfer $800 million from existing Department of Housing and Urban Development programs in order to fund three programs authorized by the National Affordable Housing Act of 1990: the HOME program, which allows local government flexibility in providing housing assistance; the HOPE program, which allows people the opportunity to acquire a home; and the Shelter-Plus Care program, which allows homeless people to get treatment if they have a mental illness or drug abuse problem.
