Amendment102nd Congress
An amendment comprised of several amendments offered en bloc which allows lenders to be exempt from reviewing their entire loan portfolios (to ensure that previously financed properties in flood-prone areas are covered by flood insurance) if they conduct a statistically valid sampling of their loans (even if the number of loans reviewed is less than 5% as required by the bill) and find that 95% of the loans requiring flood insurance are already covered, provided the smaller sample is approved by the Financial Institutions Examination Council and HUD; codifies the existing practice in which FEMA provides flood maps at no charge to states, communities, lenders, and insurance companies that participate in the flood insurance program; clarifies that bayous, rivers and the river portions of estuaries are not coastal areas to be designated as erosion-prone areas under the bill's new Erosion Management Program; clarifies that FEMA is expected to identify and designate erosion-prone coastal areas on an ongoing basis; and, makes a technical change concerning the bill's required river erosion study.

- Amendments en bloc: 1) clarified the definition of "tidal waters"; 2) clarified that the Director of the Federal Emergency Management Agency is expected to designate erosion-prone communities on an ongoing basis; 3) clarified language in the riverine erosion study; 4) clarified language concerning the redetermination of an existing mortgage portfolio; and 5) codified the existing practice of providing flood maps free of charge to those who participate in the Write Your Own Program.
