- Amendment sought to delete language which prohibits the Department of Labor from expending funds to administer regulations governing the use of semi-skilled helpers on federally financed and assisted construction contracts subject to the Davis-Bacon and Related Acts. It also enjoined the Department from promulgating final regulations pertaining to revisions to the apprenticeship programs in the construction industry.
