An amendment to exempt those defense installations which have experienced at least a 4% increase in workload due to Operation Desert Storm from current law provisions mandating a 4% personnel reduction in 1991. The amendment would exempt installations with increased workloads only from the automatic personnel cut in FY 1991; the Defense Department could still reduce personnel at these installations for other reasons.
