An amendment which, six months after enactment of the bill, would provide for withholding of payments for foreign workers employed at Defense Department installations overseas if the foreign nation has not paid in full its pledges to Operation Desert Storm. The amendment would cover only indirect foreign hires, or those workers who are employed by their own government and work under contract on a U.S. installation.
