Amendment requires the Director of the Office of National Drug Control Policy to submit to Congress a report explaining the rationale and circumstances leading to the sponsorship by the Department of Health and Human Services, and the participation by employees of such department, in a conference conducted by the Harm Reduction Coalition and the Harm Reduction Project on August 19th and 20th, 2005, in Salt Lake City, Utah, titled the "1st National Conference on Methamphetamine, HIV, and Hepatitis Science & Response".

- An amendment numbered 7 printed in House Report 109-387 to require the ONDCP to submit a report to Congress explaining its participation in and support of a conference addressing harm reduction in methamphetamine abuse, not prevention. Additionally, ONDCP must explain what management and reporting systems ONDCP will change to ensure that the Administration is more supportive of efforts fighting the methamphetamine epidemic.
