An amendment to provide that the Governors of Washington, Oregon, Idaho, or Montana shall coordinate requests for temporary drought assistance with the Administrator of the Bonnevile Power Administration. The amendment further provides that a contingency plan for the states of Washington, Oregon, Idaho or Montana, made under the provisions of the bill which set applicable periods for temporary drought assistance, may be approved by the Secretary only at the request of the Governor of the affected state in coordination with the other states in the region and the Administrator of the Bonnevile Power Administration.
