Purpose
Amendment added language expressing as the sense of Congress that contracts for the reconstruction of Kuwait be awarded, first, to United States firms, using an American workforce, and, second, only to firms from allied nations that committed troops to the Persian Gulf conflict. It also required the President to report to Congress describing the country of origin of all business firms awarded Kuwaiti construction contracts and on the number and percentage of U.S. citizens in the work force of American firms that are awarded such contracts.
