- Purpose
- To provide that none of the funds made available under this Act shall be allocated to any State, metropolitan area or rural area if any such jurisdiction carries out a program for the distribution of sterile needles for the hypodermic injection of any illegal drugs, unless the President certifies that such programs are effective in stopping the spread of HIV and do not contribute to the use of illegal drugs.
