- To prevent the District of Columbia from implementing a system of registration for unmarried, cohabitating homosexual, lesbian, and heterosexual couples in the Nation's Capital in order to sanction such relationships and to grant such unmarried couples certain rights and benefits traditionally reserved for couples who have entered into the legally enforceable bonds of matrimony.
