- To propose an amendment to the Constitution of the U.S. to require that the budget of the U.S. be in balance unless three-fifths of the whole of each House of Congress shall provide by law for a specific excess of outlays over receipts and to require that any bill to increase revenues must be approved by a majority of the whole number of each House.
