At the end of the bill, insert after the last section (preceding the short title), the following: ? TITLE VIII--ADDITIONAL GENERAL PROVISIONS ? SEC. 801. None of the funds made available in this Act may be used by the Secretary of State to implement a plan under section 7209 of the Intelligence Reform and Terrorism Prevention Act of 2004 (8 U.S.C. 1185 note) that permits travel into the United States from foreign countries using any document other than a passport to denote citizenship and identity.
