At the end of the bill (before the short title), insert the following: ? TITLE X--ADDITIONAL GENERAL PROVISIONS ? SEC. 10001. None of the funds made available in this Act may be used by the Office of the Secretary of Defense for the project designated as the "Wind Demonstration Project".
