At the end of the bill, add the following new title: ? TITLE X--ADDITIONAL GENERAL PROVISIONS ? SEC. 10001. None of the funds made available in this Act may be obligated or expended to provide award fees to any defense contractor for performance that does not meet the requirements of the contract concerned.
