Amendment to the Young (AK) substitute amendment (A001) sought to specify that any royalties due to the Federal Government from production of oil which is shipped through trans-Alaska Pipeline Systems could be paid in kind as well as in cash, and sought to allow independent refiners located on the West Coast to have access to the Federal royalty share of this oil for refining.
