- An amendment, offered as a substitute to the Menendez amendment, directing the President to withhold from assistance made available with funds appropriated in the bill an amount equal to the sum of assistance and credits provided to the government of a country that, on or after the date of the enactment of the bill, is used by that country, or any entity in that country, in support of the completion of the nuclear facility at Juragua, Cuba.
