- Purpose
- An amendment to the Clinger amendment striking the provisions which replace current language on competitive bidding that requires "full and open" competition for federal contracts with language requiring "maximum practicable competition." The Collins amendment would also strike provisions in the bill requiring the compilation of a list of vendors who have been verified as being efficient and effective and certified to compete for contracts for contracts purchased by the government.
