- Amendment to the Canady substitute amendment (A001) sought to provide that agencies need not provide compensation in cases where the proposed regulation is designed to prevent actions which would reduce the value of other private property.

- An amendment to limit federal agencies' liability to pay compensation to property owners in cases where the particular agency action would prevent or restrict activities likely to diminish the value of private homes. The amendment also defines "private home" for the purposes of the bill.
