Amendment offered as a substitute to the Stenholm substitute amendment (A002) sought to give the President a line-item veto that would be effective unless it met with the disapproval of both the House and the Senate; to give the President 20 calendar days to send to Congress a proposal to rescind any appropriations or veto any targeted tax benefit; to give Congress 20 legislative days after the President's submission to pass a joint resolution disapproving the proposal to rescind appropriations or veto targeted tax benefits; and to give the President, after passage of a joint resolution of disapproval by Congress, 10 days in which to sign or veto it, and if vetoed, Congress would have 5 legislative days in which to override the veto.
