- Purpose
- An amendment which expresses the sense of Congress that the United States should not undertake military action against Haiti unless there is a clear and present danger to U.S. interests or citizens; that it should intensify economic pressure on Haiti's military; that it should make every effort to replace shipboard processing of Haitian refugees with land-based processing; and that it should continue to engage in intensive consultation with the international community to gain support for the restoration of democracy and national reconciliation in Haiti.
