- Purpose
- An amendment to reinstate the original provisions of the bill regarding coverage of Members of Congress under the independent counsel law. The provisions would permit but not require, as does the Gekas amendment, the Attorney General to appoint an independent counsel to investigate and prosecute Members of Congress. The amendment would not require the finding of a potential conflict of interest before implementing the independent counsel law, as required by the former, now expired, law .
