- Purpose
- A substitute amendment to the Bliley amendment to restore the original language of the bill on fetal tissue research, and to add an additional requirement that attending physicians certify that abortions in which fetal tissue is donated were performed in accordance with applicable state law. The amendment would also require HHS to submit annual reports to Congress describing all fetal tissue transplant research activities conducted or funded by NIH.
