- Purpose
- An amendment offered as a substitute for the Gilman amendment which provides that the Agency for International Development would not be terminated as an agency, but instead the terminations would only apply to existing development assistance authorities at the end of FY 1995. The amendment also seeks to make changes in the current policy for administration of foreign assistance programs.
