Purpose
An amendment offered as a substitute for the Roth amendment which reduces the authorizations in the bill for various accounts for the State Department and related agencies by a total of approximately $200 million in FY 1994 and FY 1995--including cuts in the FY 1994 authorizations of $75 million for assessed U.S. contributions to international organizations, $25 million for buildings overseas, $25 million for voluntary U.S. contributions to international organizations, and $20 million for diplomatic and consular programs.
