Purpose
An amendment, offered as a substitute to the Buyer amendment, to prohibit any funds authorized in the bill to be obligated for the deployment of U.S. ground troops in Bosnia after December 15, 1997, unless the President requests the deployment extended until June 30, 1998. The amendment would require Congress to approve the request by joint resolution. The amendment would require the administration to report to Congress by October 31, 1997, concerning the role of the U.S. in preparing its European allies to assume control over the peacekeeping mission in Bosnia, as well as providing information on the goals of the Stabilization Force, the possible risks to the safety of U.S. troops, and the planned U.S. exit strategy.
