Amendment provides that a fine may be imposed for a first time paperwork violation if such violation has the potential to cause serious harm to the public interest; and adds two representatives from the Department of Health and Human Services, including a member from the Health Care Financing Administration, to the task force on streamlining paperwork requirements for small business concerns.
