At the end of the bill before line 4, page 94, insert the following: \ SEC. . Not withstanding any other provision of this Act, the amount appropriated for Environmental Programs and Management for the Environmental Protection Agency is reduced by $2,500,000 and the amount appropriated for Emergency Management Planning and Assistance for the Federal Emergency Management Agency is increased by $2,500,000.
