Amendment clarifies that the provisions only extend the jurisdiction of Federal Courts to enforce State law valid under the 21st Amendment; does not supercede the 1998 Internet Tax Freedom Law; and does not permit injunctions in Federal Court against interactive computer services or electronic communication services. \ As amended by the Conyers amendment (A002), language was added to clarify that Internet service providers and electronic communication services will be exempted only where they are used by another person to engage in activity covered by the Act. \ As amended by the Barr amendment (A003), language was added to clarify provisions dealing with errecting barriers to competition.
