- An amendment numbered 6 printed in House Report 106-612 to condition the annual transfer of funds to the CARA Trust Fund on the following: certification that Congress is on track to eliminate all publicly held debt by 2013; certification that there is not an on-budget deficit; certification that Social Security is not scheduled to run a deficit within the next 5 years; and certification that Medicare is not scheduled to run a deficit within the next 5 years.
