- An amendment numbered 4 printed in House Report 106-562 to broaden eligibility for three of the bill's homeownership initiatives by making federal employees, employees and owners of small businesses, unionized employees, employees of tax exempt organizations, and anyone who qualifies for the federal child care tax credit eligible for 1% downpayment FHA loans and HOME homeownership assistance. For homeownership assistance through the CDBG program, the amendment would extend eligibility to all residents of the local jurisdiction.
