- An amendment in the nature of a substitute numbered 2 printed in part B of H. Rept. 106-535 to recommend $276.2 billion in budget authority and $274.5 billion in outlays for national defense; propose $30 million in budget authority and $22.3 billion in outlays for community and regional development; recommend $85.9 billion in budget authority and $74.8 billion in outlays for education, training, employment, and social services; propose using additional non-Social Security surpluses to create a Medicare prescription drug benefit; and to recommend targeted tax cuts, such as expanding the EITC and increasing the Dependent Care Tax Credit.
