Amendment in the nature of a substitute sought to pay down the public debt, provide targeted tax relief to working families, retain 100 percent of the social security surplus, and provide funding for a Medicare prescription drug coverage.
Purpose
An amendment in the nature of a substitute numbered 5 printed in part B of House Report 106-535 to recommend $305.3 billion in budget authority and $297.2 billion in outlays for national defense; propose gross tax relief of $5.6 billion in FY 2001 and $77.8 billion over FY's 2001-2005 to reduce estate taxes, mitigate the marriage penalty on middle income families, expand the EITC as well as other targeted tax relief; direct the Ways and Means Committee to report legislation to extend the solvency of Social Security by at least 15 years and Medicare by at least 10 years; and to express the sense of Congress that (1) the president and Congress agree on discretionary spending caps based on realistic levels; (2) the federal tax code should be modified to encourage low income workers to save and prepare for the future; and (3) federal employees should receive a pay raise of at least 3.7% in January 2001.
