- An amendment in the nature of a substitute numbered 1 printed in Part B of House Report 106-535 to recommend $255 billion in budget authority and $252 billion in outlays for national defense; provide $10.5 billion less in budget authority and $9.8 billion less in outlays for agriculture; call for $44.7 billion less in budget authority and $48.2 billion less in outlays for transportation; and to recommend $88.8 billion in budget authority ($16.2 billion more than the base bill) and $76.9 billion in outlays ($7.7 billion more than the base bill) for education, training, employment, and social services.
