- Mr. Diaz-Balart raised a point of order against the Rangel amendment (A031). Mr. Diaz-Balart stated that the Rangel amendment violated clause 7, rule XVI of the Rules of the House in that it was non-germane to the bill. The Chair sustained the point of order.
