- Mr. Walsh raised a point of order against the Mollohan amendment (A006). Mr. Walsh stated that the amendment sought to increase funds without corresponding offsets and also that the amendment sought to appropriate funds not previously authorized and as such, consitituted legislation in an appropriations bill. The Chair sustained the point of order.
