- An amendment numbered 21 printed in the Congressional Record to increase veterans' readjustment benefits by $900 million to provide enhanced educational assistance in accordance with legislation (H.R. 4334) to update the financial assistance provided under the Montgomery GI bill. The new proposed funding level would be $2.6 billion and the additional funds are to be designated as "emergency funds" in order to meet the requirements imposed by the Budget Act.

- Mr. Walsh raised a point of order against the Filner amendment (A001). Mr. Walsh stated that the amendment sought to appropriate funds not previously authorized. In addition, the proposed designation as "emergency funds" constituted legislation in an appropriations bill. The Chair sustained the point of order.
