- Purpose
- An amendment to commemorate the tenth anniversary of the crash of TWA Flight 800 by offering the condolences of the U.S. Congress to the surviving families and friends of the 230 passengers and crew who perished as a result of the crash and to recognize the imporatnce of continually upgrading aircraft technology, particularly with regard to the flammibility of fuel tanks, to safeguard the flying public.

- Mr. Knollenberg raised a point of order against the Bishop (NY) amendment (A049). Mr. Knollenberg raised a point of order against the amendment stating that it proposed to change existing law and constituted legislation in an appropriations bill and was in violation of clause 2 of rule 21. The Chair sustained the point of order.
