- To increase the authorization of appropriation for the Army for RDT&E by $40,000,000 in order to fund the development and execution of the plan for comparing costs and operational effectiveness of medium armored combat vehicles; and to offset that mount by reducing the authorization of appropriation for the Air Force for RDT&E for the extended range cruise missile by $40,000,000.
