- Purpose
- An amendment to prohibit funds made available by the Act from being used for any application for a deepwater port for natural gas with respect to which Massachusetts is designated as an adjacent coastal State under the Deepwater Port Act of 1974 until the Commandant of the Coast Guard submits a report to Congress assessing energy needs and conducts, completes and submits a report on a study on the costs of providing security for the proposed deepwater ports.

- Mr. Rogers (KY) raised a point of order against the Tierney amendment (A029). Mr. Rogers stated that the amendment proposed to change existing law and constituted legislation in an appropriations bill in violation of clause 2 of rule 21. The Chair sustained the point of order.
