- An amendment comprised of amendments numbered 40, 28 and 26 as printed in the Congressional and offered en bloc to increase funding in the bill's appropriation for VA medical and prosthetic research and also the funding for VA grants to states for the construction of extended care facilities. These increases are each offset by corresponding reductions in other accounts.
