- An amendment printed in House Report 106-701 to replace the bill's provisions reauthorizing the Strategic Petroleum Reserve for one year with a new reauthorization for 3 years; authorize the Energy Department to buy oil from small or marginal wells when oil prices fall below $15 a barrel; and to authorize the establishment of a new regional home heating oil reserve in the Northeast.
