- An amendment numbered 3 printed in House Report 106-790 to prohibit possession of tobacco products by any individual under age 18 in the District of Columbia unless the individual is making a delivery of cigarettes or tobacco as part of his or her employment or is participating in a supervised law enforcement operation. The amendment also provides optional sentencing recommendations for violations.
